Minor changes and bug fixes

- Add IP addresses for mapped domains (Direct File Hosting)
- Add links on Project Tracking page to create new bugs and stories
- Fix ordering of forum topics
- Allow underscores in Subversion repository names
- Fix action commit listener: hours were not being added to artifacts correctly
