Are user accounts tied to specific projects, or do users have the ability to belong to multiple projects using the same name?

Each user can be permissioned for multiple project, and each project can have multiple users.

Is there a search function in the Forum?

Not yet, this is something that is planned for the future.

You can search your whole project though, but you need to be logged in and have some permissions on a project
